Joint Aviation Administration (JAA) regulations, EU

This section provides an overview of JAA regulations. The 'Operations' legislation is followed by airliners, maintenance service centres, and suppliers. 'Licensing' regulations ensure that crews have adequate training, and the 'Airworthiness' regulations set out the requirements for the design and production (processes) of aircrafts by manufacturers ('type certification').

As an example, a helicopter operator needs an AOC (Aircraft Operators Certificate) if he wants to transport passengers on a commercial basis. The JAR-OPS Part 3, describe how to obtain this certificate. However, a light-weight licence, and not an AOC, is required if a helicopter is only to be used for sight-seeing purposes. To conduct aerial work (e.g. photo flights) neither an AOC nor a licence is necessary. As can be seen from these examples, the regulations are extremely varied, and some background knowledge is required to find your way around. On the other hand, all of the regulations are in the public domain.

JAA Terminology:

JAR : Joint Aviation Regulation. The JAA regulations are layed down in JAR's.
AMC : Acceptable Means of Compliance (AMC). Illustrates a means by wich a specification contained in an airworthiness code or a requirement in an implementing rule, can be met.
GM : Guidance Material. Helps to illustrate the meaning of a specification or requirement
